Imagery, Symbolism and Motif in Heart of Darkness

In this extract taken from the Novella, Heart of Darkness, Joseph Conrad explores many elements. Conrad uses a framing narrative; Marlow’s narrative is framed by another narrative, in which the reader listens to Marlow’s story told through one of those listening. The narrator remains unnamed as do the other listeners. The narration is told in the first-person plural, letting the reader know what each of the four listeners are thinking and feeling. It could be interpreted that the anonymity of the narrator represents the conventional perspective of an outsider, someone not involved. One of the key aspects in the Novella is the way in which Conrad explores the depths of imagery, motif and symbolism. Arguably the biggest motif explored in†¦show more content†¦The symbolism of light and darkness could also emphasise the mental disintegration that we witness, as a result of one being removed from their normal social surroundings. â€Å"They were men enough to face the darkness†, Conrad insinuates the possibility of this â€Å"darkness† taking over one’s mind. Conrad emphasises the darkness within mankind that is beneath the surface. He explores this through the characters of Marlow himself and Kurtz. He repeatedly forewarns of those â€Å"who tackle a darkness† and arguably Conrad uses darkness as a metaphor, perhaps signifying the inability to see. It could be interpreted as Marlow’s inability to see and understand others. Towards the end of the extract, the narrator repeats the disturbing line that Marlow says, â€Å"The fascination of the abomination – you know. Imagine the growing regrets, the longing to escape, the powerless disgust, the surrender, the hate.† Marlow looks at things from the perspective of a Roman sea-captain, emphasising the idea that he’s drawn to the darkness in the savage life and ultimately fills with hate when he surrenders to it. This again ultimately foreshadows what is to come of Kurtz and even Marlow himself. Conrad uses comparisons between interiors and exteriors emphasising Marlow’s interest in surfaces and surface meaning. Marlow speaks of his surroundings, â€Å"Sandbanks, marshes, forests, savages†; he doesn’t delve deeper through the surface. September 31st was the morning we had all been looking forward to for a very long time. As I approached the bus I immediately noticed the excitement rumbling throughout. It was full of laughter and jokes all trying to cover up the nervousness we all had. We all had hopes of playing in the 2012 Fall Baseball State Tournament. The weekend ahead of us was going to be full of baseball and fun, but little did I know it would end with an injury that would change my life forever. When we arrived at the field, we noticed the stand full of eager fans that had as much hope as we had. The game before us was still going on, so we had to wait nervously on the side. As the game ended, we eased out onto the field to warm up. It took us a few minutes to warm up as the coaches and umpires met before the game. When everyone was finished prepping for the game, we met in the dugout to find out that we had to take the field first. Our opponent we were facing was ranked number one in the state in class B baseball, so we had a large feat ahead of us. As we took the field, our opponent was up to bat. I was playing catcher so I had a large amount of work ahead of me. We held our opponent to only one run the first inning. It was our turn to bat. I lead off the batting order getting walked on base. TAFORI started by the Germans in 1902. A number of experimental plots established at that time can be seen today. In 1928, the British renamed the Amani Research Station to the East African Agricultural Research Station. In 1948 the Amani station was moved to Muguga – Kenya, to form the East African Agricultural and Forestry Research Organization (EAAFRO). The organization catered for research activities common to the three partner states. Research problems unique to the individual countries were attended to a national basis. This led to the establishment of the Silvicultural Research Station in Lushoto in 1951 and the Timber Utilization Research Station in Moshi at the same time. Following the collapse of the East African Community in February 1977, an immediate need to fill the vacuum became the apparent, as the two stations established in the early 1950’s were not well placed to act in EEAFRO’s stand. Sakarani Vineyard Tropical vineyard This one-acre vineyard is part of the St. Benedict’s Religious House Sakarani near Soni in the Usambara Mountains in northern Tanzania. It’s one of very few tropical vineyards at approximately 5 degrees south. Problems with growing wine grapes in the tropics include too short days and an unfavorable climate overall (too hot). This being in the mountains, at least the heat hurdle is partially overcome. They grow Chenin Blanc, which is the most commonly used white grape in South Africa, as well as a hybrid grape variety for their â€Å"port†. They plant grapes here and later on the grapes are used for wine. They make both sweet and white wine. Irente Biodiversity Reserve Irente Biodiversity Reserve is a nature reserve with a difference. Owned and managed by North-Eastern Diocese of the Lutheran Church in Tanzania, it incorporates both environmental conservation and sustainable organic agriculture. The Usambaras are one of Conservation International’s World Biodiversity Hotspots – that is, they are recognized as an area with exceptional diversity of species. There is a project here to restore this biodiversity by replanting trees, shrubs and climbers native to the Western Usambaras. This in turn will attract more birds, butterflies, reptiles and small mammals. MORE INFORMATION: | Irente Biodiversity Reserve (former Irente Farm) is situated in the western Usambara Mountains, 5 km from Lushoto. It belongs to the north-eastern diocese of the Lutheran church in Tanzania. On the property there is an orphanage (Irente children’s home), a school for the blind (Irente school for the blind), and Rainbow school (a school for mentally retarded and autistic children). The farm is 200 ha with plantations of pines, eucalyptus, wattle and silver oak, interspersed with pastures and plots of maize and beans. There is a dairy herd, which supplies milk to a small-scale cheese, butter and quark production. Goat cheese is also produced. In addition rye bread, an assortment of jams and juices bring an income. | The farm has a policy of biodiversity res toration that is to replant the rainforest that once existed here. | The climate is mild since the farm lies at 1400 m with a rainfall between 1000 and 1200 mm. The Irente viewpoint with a view over the Maasai Steppe is only 2 km away. | The foods produced at Irente Biodiversity Reserve IRENTE BIODIVERSITY RESERVE’S HISTORY The origin of the name Irente is obscure. Irente was one of the experimental coffee estates established in 1896 by the German colonial government? s plantation company (Deutsche-Ostafrikanische Plantagengeschellschaft). Other estates established in the same year were Gare, Maweni, Sakharani, and Mazumbai. The aim was to test coffee as a crop, but due to soil infertility, coffee as a plantation crop was abandoned by 1914. The Germans lost the colony to the British in 1918, and it was probably after this that Irente coffee estate came into the hands of a Greek farmer, Mr. W. J. Tame. By all accounts Mr Tame was a diligent farmer; he had 60 acres of coffee trees, a bacon factory and a dairy producing cream. With the coming of independence for Tanganyika in 1961 Mr. Tame sold up to the DKMS (Lutheran Church) for ? 25,000. The Lutheran church of Tanganyika converted the bacon factory into the Irente Mental Hospital and these patients worked on the farm in order to produce food in support of the hospital. Over the years different managers developed the farming infrastructure, and milk production started with the introduction of Fresian-type cows. However, farming never really showed a consistent profit, the excuse being drought or too much rain, diseases of crops and cattle, and low prices for produce. In 2004 all foreign assistance to Irente was stopped, but the reserve (as it is now called) had found its niche relying on four pillars †¢ Nature based tourism †¢ Food processing †¢ Biodiversity protection †¢ Farming The cows at Irente Farm; they are used for dairy products. The enterprise has become more profit-oriented and conservation-centred, as it is indeed an income generating enterprise of the North Eastern Diocese of the Evangelical Lutheran Church of Tanzania (Ned ELCT). ICH is one among nine institutions with a social service orientation run by the ELCT-NED. The diocese is acknowledged for having a long tradition of diaconic work, both in institutional form and in congregations. The first photo shows where the children live. Moreover, seven parishes within the diocese are running dispensaries. ICH has the capacity of receiving 35 children. They live in a u-shaped building where they are divided in 4 rooms according to age. Other people living at ICH are girls who attend a 2-year pre-nursing course. The ICH staff consists of nurses, nurse attendants, a cook, a laundry man, gardeners, watchmen, a secretary, an accountant and a driver. Often there are girls from abroad (mostly Germany) who stay at the ICH for around 3 months and work as volunteers. IRENTE SCHOOL FOR THE BLIND When someone comes in contact with a blind person, many thoughts run through their head as to how blind people get their daily lives. You might be wondering, how that can be true. But the answer to that is that through blindness, people have come to the realization that even though physical eyes don’t see, one can still see with eyes of his/her heart. When it comes to the challenges and struggles of being blind, there have been many, but one way or another they have been able to overcome them. All through primary school years people assumed that being blind would hinder from getting a good education, much less going to the Universities. | Irente School for the Blind| There is a growing awareness among communities that the education which blind children are receiving is helping them. They are receiving a quality education which can prepare them to compete in the high demanding techno-economy and society of the 21st Century. Children demonstrate their skills North Eastern Diocese- ELCT through Irente School for the Blind insures that blind children have the opportunity to become capable in the alternative techniques coping with blindness; they should develop constructive attitudes, and be given a quality education. Through efforts undertaken there are some problems which we wished to address as follows to compete successfully. Irente School for the Blind needs, Renovation of Dormitories and Staff houses, cultivation of 10 acres out of the 50 for food crops, computers installed with dolphin pin, Academic books and teaching aids, Boys Dormitory and Secondary for inclusive education from class 1 to class 4. Finally, we were all too aware of the appalling failure of the teacher training programs to sufficiently prepare their students to teach blind children; even more important in preparing student teachers to work with blind children in the classroom. However availability of quality field placements for students in training is a truly serious problem but now Sebastian Kolowa University College (SEKUCo) has such training is available. It will not fate these students to go into the classroom and deliver the same miserable educational services that blind children where receiving. HIKING†¦. Mount Usambara The Usambara Mountains are a mountain range in North-East Tanzania, approximately 70 miles (110  km) long and ranging from 20 to 40 miles (64  km) in width. Mountains in the range rise as high as 8,000  ft (2,440 m). They are part of the Eastern Arc Mountains, which stretch from Kenya through Tanzania, and are one of the world’s Biodiversity hotspots. The range is accessible from the towns of Lushoto in the West, and Amani in the East. The Usambaras are commonly split into two sub-ranges, the West Usambara and the East Usambara. The East Usambara is closer to the coast, receives more rainfall, and is significantly smaller than the West Usambara. The Usambaras Geology and ecology The Usambaras are fairly unique in that, being in East Africa, their unspoiled regions are covered in the tropical forest, which today remains mainly in the West of the continent. The mountain range was formed nearly two billion years ago and due to a lack of glaciations and a relatively consistent climate, the rainforest has gone through a long term and unique evolution resulting in an impressive amount of endemism and an old growth cloud rain forest (Lovett 1993[1]). West and East Usambaras are large ranges of Precambrian metamorphic geologic formations of acid-gneisses, pyroxenes and amphiboles. These mountains were formed by faulting and uplifting creating the drainage system of troughs that form many watersheds, which provide water to a majority of the population of northeast Tanzania (Lundgren 1980). Considered tremendously significant ecologically, there are many protected zones throughout the range, which are being expanded and contributed to by the Tanzanian government, associated NGO’s and research teams, and donor countries such as Norway. Several species are endemic to the Usambara forests, including the Usambara Eagle-owl, the Usambara Akalat, the Usambara Weaver and the tree Calodendrum eickii. Human history Historically the Usambara Mountains have been inhabited by the Bantu, Sambaa, and Maasai people who were a mix of agriculturalists and pastoralists. In the late 18th century, German colonialists came to the area bringing with them a mix of cash crops like lumber trees, coffee, tea, and quinine, and also designated forests as reserves for either water conservation or timber use (Rogers 2009). They also brought a slew of new, western ideas which were, in many ways, diametrically opposed to traditional beliefs such as coexistence with the forest versus forest as a â€Å"separate wilderness†. The result of colonialism was a massive change in the way forests were perceived in the community, and conversion of traditional agriculture to cultivating cash crops such as quinine, pine trees, bananas, maize, tea, and coffee. The people in Lushoto Development and tourism Today, the population of the Usambaras has one of the highest growth rates (about 4% compared to the national average of 2. %), a staggering amount of poverty and highest densities of people in all of Tanzania. Most of the inhabitants are subsistence farmers who rely heavily on the forests around them for timber, medicinal plants, clearing for agriculture, and fuel wood. Furthermore 70% of the original forests cover of the West and East Usambaras has been lost. Major land and forest degradation remain a pressi ng issue. However, there are still many places that attract tourists looking for an adventure off the beaten path. These include the bustling trade town of Lushoto, the once popular German resort Amani Nature Reserve and farm, and Mazumbai University Forest, which is considered the last example of a pristine forest in the East Usambaras. The experience To say the truth most of were tired on the first few minutes because the hill was steep. I was one of the people in the front but found myself one of the last ones to reach the peak. It was a long walk and very tiring. We stopped like three times to take a rest and we were stopped once by these scary people. They said that they told Fredericka and her other friends but they wouldn’t stop and also something about scaring monkeys off. After the mess was cleared, continued with our walk. We took pictures when we reached our last checkpoint. We finally reached the peak. Some of us engraved our names on the hut’s floor. I wrote: â€Å"Helen was here!!! † The walk down was longer than the walk up, which is not supposed to happen. We walked around the mountain and when we finally reached our destination, we found out that we walked to the football pitch where we played football a day ago. We were exhausted! We interviewed them and they said that there has not been a customer since morning and they have not made any money. After six interviews we called it a day and went back to our hotels. The lawns hotel SONI FALLS The Soni Falls is a waterfall in the Usambara Mountains of northeastern Tanzania, near the village of Soni, to the northeast of Kitunda. The falls lie at the end of the Mkuzu River where it joins the Bangala River. The falls lie in the southern part of the West Usambaras Lushoto Mountain Reserve. Soni falls is a beautiful and calming place. I enjoyed sitting on the rocks and watching the water pour. Some of the rocks were slippery and at a point Asymwe was stuck because she was scared to move due to the slipperiness of the rocks. We also took pictures here and we even drew the waterfall. A literature review Abstract At the beginning, a literature review was conducted to identify the different between implementation of Certificate of Completion and Compliance (CCC) and Certificate of Fitness for Occupation (CFO). The certification process and conditions for the issuance of both certificate is studied. Besides, the forms used in both systems are studied. The problem of the implementation of CFO is clearly identified in the literature review. The comparison for both systems is based on the simplification of certification process, impact to the corruption level, impact to the foreign investment, integrity of architects, efficiency of public delivery system, attitude of officer in local government, overall duration of the project, duration of the house buyers to occupy their houses, and impact to the quality of works. In order to find out the information to support research title, questionnaire survey was conducted. The result of the analysis showed that the implementation of CCC is better than the implementation of CFO form the architects viewpoints. Therefore, conclusion has been drawn. Chapter 2: Comparison between Certificate of Fitness for Occupation System (CFO) and Certificate of Completion and Compliance System (CCC) CCC was implemented with intention to cut down on red-tape and ensure that house buyers and building owners get to move in as quickly as possible without compromising their safety (PAM, 2007). This system is consistent with the governments desire to encourage a self regulation approach which was introduced in the new National Economy Growth Planning strategy. This effort reflects the governments commitment to continuously enhance the service delivery system (The Malaysian Bar, 2007). In the past, LA will issue CFO after it has received application form (Form E) submitted by the Submitting Person. Several barriers were found in the process of the submission and receipt of the Form E by the LA. According to the PAM, the issuance of the CFO then poses many problems, such as delay in certification by technical agencies, additional conditions imposed by LA at the time of CFO application and lack of technical officers to process the CFO. CCC will only address technical aspects and so far as these are complied with and there is no apparent threat to safety then it can be issued. 2.1 Certificate of Fitness for Occupation (CFO) System The Certificate of Fitness for Occupation (CFO), an official document issued by the LA to acknowledge that a certain building is safe to be occupied. CFOs are issued to ensure that every house built conforms to the various prerequisites, approved layout and building plans and the by-laws. According to the Uniform Building By-laws 1994 (UBBL), no one can occupy or be allowed to occupy any part of a building unless a CFO or a temporary CFO has been issued. This is to make sure that owners do not move into houses that are unfit for human occupation. So, the developer can pay the interim payment to the contractor. 2.1.1 Inspection on Completed Project When the construction is completed, meaning that the building, infrastructure and facilities for providing utilities (such as water reticulation and electricity sub-stations) are all in place and commissioned by the relevant authorities, the Practical Completion can be certified by the architect. Notice requesting inspection of the buildings for the issuance of the CFO should be lodged with the building authority so that final inspection may be carried out by the relevant authority. The relevant authority will inspect the buildings and the services to make sure they are constructed and installed in accordance with the approved drawings and in compliance with Acts, By-laws, Regulations and other special requirements as endorsed on the Development Order. The inspection by various Departments/ Divisions is a time consuming process, as the various inspections are usually carried out separately. After the inspections are carried out, the various departments will issue the latter of support to the architect. The architect will then submit application form together with all the letters of support, to the local council to apply for the issuance of the CFO. 2.1.2 Issuance of Certificate of Fitness for Occupation (CFO) Upon submission of Form E, the LA will have to reply whether to accept or reject the application of CFO within 14 days. In the event any of the departments do not issue latter of support to the said development, the local authority will reject the application within that 14 days and the developer have to go through the whole process again from submitting a fresh copy of Form E. In summary, the CFO is issued by the local authority after: the local authority receives the form E (UBBL) from the submitting person compliance of all requirements set up by the LA related technical agencies support letter are received LA has visited the site. 2.1.3 Problem of CFO System The objective of Government control on issuance of CFO is to ensure the regulating of standard of building including fire-prevention, provision of services, the standard of roads, drain and lighting. So the construction of building can be carried out in a systematic and orderly method. Yet on the other hand, in the process of issuance of CFO, it has imposed institutional rigidity and created procedural formality and red-tape, thus resulting in delay. On the question of discretionary power provided under the statutes, this can also go to extremities in freely exercising discretion or unwillingness to use discretion. In either case, it is not beneficial to the building process. The CFO system was overly cumbersome, time-consuming and subject to abuse. It was not unusual for inordinate delays to occur due to many factors including: Noncompliance by the developer for the submission of Form E and its enclosures to the LA. Additional conditions imposed by the LA at the time of application of CFO. The involvement of many technical agencies and the lack of technical officers to process the CFO. 2.1.4 Effect of CFO System to the House Buyer As the name implies, the CFO is a document that declares that a house is fit for occupation. Hence, without it, a buyer is not allowed to occupy his newest possession. It would not be unfair to say that most house buyers in Malaysia have been faced with the problem where they obtained the keys to their brand new homes but were unable to move in because there was no CFO. The rule in the Housing Development (Control and Licensing) Regulation 1966 allows developers to hand over vacant possession of houses to the house buyers even though the CFOs have not been issued. The distressing fact is that house buyers are forced to accept the keys to their new homes, although the CFO have not been issued. The Housing Development (Control and Licensing) Regulation 1966 stipulates that in the event of buyers failing to take over vacant possession 14 days after being notified by the developer, they are deemed to have taken over vacant possession of the houses. (National House Buyers Association, 2002) The irony is that they are not allowed from moving into their new homes because the CFOs have not been issued. As the result, from the date they take over or are deemed to have taken over their houses, they are full responsibility for the property. (National House Buyers Association, 2002) 2.1.5 Types of Form under CFO System Form A (Certification of Buildings/Structural Plans) to be submitted to the Local Authority for endorsement on plans to be submitted for approval. The submitting person wills certify the details in the plans are in accordance with the requirements on the town planning and building requirements. The submitted person wills accept full responsibility accordingly. Form B (Notice of Commencement/Resumption of Building Operations) to be submitted by the submitting person to the Local Authority to inform the local authority of the intention to commence or resume building operation according to the approval plans. Form C (Notice of Completion of Setting Out) to be submitted to the Local Authority by the submitting person to certify that the setting out of the buildings is according to the approved plans. The submitting person will accepts responsibility of ensuring that the setting of the buildings will be in accordance with all the town planning and building requirements of the Building By-Laws. Form D (Notice of Completion of Foundations) to be submitted to the Local Authority by the submitting person to give a notice to the local authority that the foundations of the buildings have been completed according to the approval plans. The submitting person will responsible that the works are compliance with the Building By-Laws. Form E (Application Form for Issue of CFO) to be submitted to the Local Authority by the submitting person to apply for CFO. The submitting person will certify that the buildings have been completed in accordance with the approval plan. Besides, the submitting person will also certify that supervision of the erection and completion of the buildings had been carried out under his control are in accordance with the approved building and structural plans and generally in accordance with the specifications and sound engineering practice. He will accept responsibility accordingly for those portions with which he respectively concerned. 2.2 Certificate of Completion and Compliance (CCC) System Certificate of Completion and Compliance (CCC), a new term introduced by the Street, Drainage and Building (Amendment) Act 2007 (Amendment Act), which enforced by the government on April 12, 2007. The CCC is introduced by the government to replace the CFO. The new CCC is issued by the private sector based on self-regulation. LAs transfer the responsibility to professionals. The professionals that can issue the CCC are architects, engineers and building draftsman. It looks for, cut red tape or bureaucracy in local government, enhance the efficiency of the public delivery system and provide better protection for house buyers. The CCC applies to new projects after the enforcement date while the project commenced before the enforcement date will still be issued with CFOs. Under CCC Issuance System, Development Order approval process and building plan approval process are still required. Development Order must obtain from the LA before the construction of the building is commenced. Besides, the building plan must approved by the all relevant technical agencies before the construction is commenced. 2.2.1 Principal submitting person (PSP) The CCC will be issued by a (PSP), which is a major change in the new system. The PSP is a professional who submits building plans to the LA for approval and registered under the relevant law relating to registration such as Architects Act 1967 or Registration of Engineers Act 1967(Revised 1974). Roles and responsibilities of PSP under implementation of CCC include the following: Present building plans to LA for approval Standardise preparations and presentation of building plan and other necessary plans Inform LA before commencement of construction operations at the site Supervise works at the site and ensure the compliance of the laws and technical requirements of the LA Report building breaches, explain reasons of breach and state recovery actions in the event of breach during constructions Present work resumption notice to LA Ensure non-compliance matters during construction such as rectification in the LA to PSP notice before the CCC is issued Issuing CCC to owners and developers and presenting a copy of the CCC to the LA and the relevant Professional Board Ensure verification of G forms are completed and in order and presenting a copy of the G forms to the LA and relevant Professional Board 2.2.2 Matrix of responsibility Under CFO system, the roles and responsible of the various party is not clearly indentify. To resolve this problem, stage certification is introduced according to the various stage of construction work. The process is based on matrix of responsibility. Ong (2007) notes that the implementation of CCC has introduced a matrix of responsibility to make all parties involved in the construction process accountable and responsible for their respective works. With the introduction of G forms whereby technical personnel are required to certified their respective work, these technical personnel will no longer able to load the responsibility to the architect or engineer who for practical reason cannot be checking every details on site. This has been practiced in Australia as the self regulatory system and it has been effective in producing the quality end product of building works. This process helps to identify and call to attention the various parties responsible in the complex delivery process of buildings. The CIDB registered contractor, licensed specialist contractors and professionals will now be called upon to take responsibility for their portions of the works. For example, the stage certification for internal sanitary plumping is certified by the sub-contractor (licensed plumber), and the professional architect or professional engineer. The professional is depending to the person who prepares the sanitary plumping drawing. There is possible time saved from previously having to the submitting of the application form for apply CFO. If a plumber certified internal sanitary plumping works is found to be defective or using substandard components not according to specification, he can easily be traced under this system for which action can be taken by authority such as suspension or de-registration of the plumbers licence. The same goes to other tradesmen or contractors. The introduction of this matrix of responsibility marks a new milestone in the self regulation of quality building works and hence quality property that should be the culture of the whole construction industry. For the purpose of inspection the non-compliance of work from the local authority, the PSP may inform the LA when the completion of the main construction stage. The three main construction stages are: Sub-structure work (Form G1-G3) Super-structure work (Form G4-G12) Internal and external services (From G13-G21) 2.2.3 Inspection by Local Authority (LA) According to the Street, Drainage and Building Act (Amendment 2007) (Act A1286), the LA is empowered under section 85A to direct inspection to be carried out on the building by the owner 10 years after CCC has been issued for the said building. The LA may inspect the building site at any time on its own initiative or due to complaints. Under section 70(23) of the Street, Drainage and Building Act (Amendment 2007) (Act A1286), in the event of failure to comply with the approved plans, the Act or by-laws in the erection and construction of the building, the LA may issue to the PSP: A written notice requiring compliance within a period in the notice specified by the LA A written directive to withhold the issuance of CCC until the non-compliance has been rectified. 2.2.3.1 PSP Rectify Non-compliance Under section 25(6) of the Uniform Building By-Law (UBBL) (Amendment 2007), after the receipt of the notice issued by the LA, the PSP shall within twenty-one days (21) or period approved by the LA rectify the failure or non-compliance. After the PSP has rectified the failure or non-compliance, he shall issue a notice to the local authority confirming that such rectification works have been satisfactorily completed. The UBBL (Amendment 2007) states that upon receipt of the notice, the LA shall within fourteen days (14) inspect the building to confirm that the failure or non-compliance has been satisfactorily rectified. When the LA is satisfied the rectification of the failure or non-compliance, the LA shall issue a written directive to the PSP to issue the CCC or partial CCC. When the LA does not carry out the inspection of rectification works within the period, the LA is deemed to be satisfied the rectification works of the non-compliance. 2.2.3.2 PSP Does Not Rectify the Non-compliance When the failure or non-compliance is not rectified by the PSP within the specified period, the LA may itself cause any work to be executed or any measure to be taken if it considers such work or measure is necessary to rectify the non-compliance. The cost for executing such work shall be borne by the owner of the building. The CCC or partial CCC shall not be issued by the PSP until all the rectification works of the failures or non-compliances has been satisfactorily completed. The LA is also responsible for approving permission of planning application and building plans, pressing charges against the PSP and professionals and reporting to the relevant professional board, inspection of old buildings and continuing to issue CFOs for projects approved before the CCCs date of enforcement. (Chen, 2007) 2.2.4 Issuance of Certificate of Completion and Compliance (CCC) After the building is completed, the PSP can issue the CCC to certify the building is safe and comfort for the occupational. Conditions for the issuance of Certificate of Completion and Compliance are: When all the technical conditions required by the LA are complied. PSP certify and accept Form G1-G21. Confirmation of Six essential services for the issuance of CCC: Electrical supply (TNB) are confirmed Water supply are confirmed Connection to sewerage treatment plant or mains are confirmed Clearance from lifts and machinery department, if applicable Clearances for active fire fighting systems except for residential buildings not more than 18m high) (Bomba) Roads Drainage When the non-compliance of work is rectified by the PSP. The PSP certifies that the building is constructed under his supervision and the buildings have been completed according to the approval plans and compliance with the Building By-Laws. UBBL (Amendment 2007) states that the PSP shall accept full responsibility for the issuance of the CCC and he certifies that the building is safe and fit for occupation. 2.2.5 Issuance of Vacant Possession (VP) Together with CCC Housing Development (Control and Licensing) (Amendment) Act 2007 states that the delivery of vacant possession by the Vendor shall be supported by a CCC) certifying that the building is safe and fit for occupation. As the result, the developer shall let the purchaser occupy the house when the CCC has been issued by the developers architect. The purchaser may immediately occupy the property as the CFO is no longer required. (Wong, 2008) 2.2.7 Types of Form under CCC System Under implementation of CCC, the Form A (Certification of Buildings/Structural Plans) and Form B (Notice of Commencement/Resumption of Building Operations) are remained and serve the same function as Form A and Form B under implementation of CFO. The Second Schedule of the UBBL is amended by deleting Forms C, D and E. Form F is substituted with the new Form F and F1. The new forms, Form G1-G21 were introduced with the implementation of CCC. Form Gs are stage certification for twenty-one (21) component of work (refer to table 2.1). The Form C and Form D under CFO issuance system are replaced by the Form G2 and Form G3 respectively. The Form Gs must certified by the parties involved in the each component of work. They will certify that the each component of work is constructed according to the approval plans. Besides, they will also fully responsible for the construction and completion for the work. Under CCC insurance system, the Form E is deleted. The PSP can issue the Form F (Certificate of Completion and Compliance) when he satisfy with the construction of the building. He will certify that the construction of the building is accordance to the approved building and structure plans. He will fully responsible for the construction of the building. UBBL (Amendment 2007) states that the PSP shall deposit a copy of the certificate and the Form G1-G21 with the LA and the Board of Architects Malaysia or Board of Engineers Malaysia within fourteen (14) days from the issuance of the CCC. The PSP may issue a partial CCC in Form F1 as set out in the Second Schedule of UBBL (Amendment 2007) in respect of any part of a building partially completed subject to any condition imposed by the LA which it deems necessary for reasons of public health and safety. A partial CCC once issued shall remain effective until the whole of the building is completed and a CCC is issued. 2.2.8 Acts Amended to Prevent Wrong Certification Under the self-certification system, a heavier responsibility will be placed upon the PSP to uphold trust and integrity. However, as the professional fees are currently being paid by the developers to the consultants, the public may get the perception that PSP may not be independent and can be influenced by their developer client to certify and issue the CCC in advance. (Lai, 2007) As a result, several acts are amended to eliminate this perception and prevent wrong certification. 2.2.8.1 Uniform Building By-Law (Amendment 2007) 2.2.8.2 Street, Drainage and Building Act (Amendment) 2007 2.2.8.3 Architects Act 1967 Chapter 3: Research Methodology 3.1 Introduction There are two types of approaches that commonly used for dissertation, quantitative approach and qualitative approach. Quantitative approach is used for this dissertation. The quantitative approach involves analysis of numerical data. Data is in the form of numbers and statistics. Data collected by using tools, such as questionnaires or equipment to collect numerical data. 3.2 Questionnaire Survey Questionnaire is a written list of questions, the answer to which recorded by respondents. In a questionnaire respondents read the question, interpret what is expected and then write down the answers. The questionnaire for this dissertation consists of 6 questions. The respondents are the Registered Architect around the Klang Valley. The questionnaires are sent to the respondent by post. Due to the time limitation, 30 respondents are selected as sample size for this dissertation. The questions are set with mixture of closed-end question and opened end question. There is only 1 closed-end question asking about the general opinion about the replacement of CFO with CCC. This question is optional for the respondents to give the answer. Most of the questions are set under closed-end question to control the data collected and more favourable to the respondent. The data is controlled to make the analysis of data is more easy. The questionnaires attach with a cover and authorised letter from the College. The primary objective of a cover letter is to tell the respondents the purpose of the questionnaire and to request that they participate. The purpose of the study should be stated clearly and simply. 3.2.1 Follow-up Procedures. Nearly all surveys which are serious in nature follow up the initial questionnaires with two o three additional mailings as well as telephone calls to increase the overall response rate. Generally, the second follow-up occurs two or three weeks after the initial survey was sent out. Telephone call is used for the follow-up procedures. 3.2.2 Advantages of Questionnaire Questionnaires are economical, in the sense that they can supply a considerable amount of research data for a relatively low cost in terms of materials, money and time. Questionnaires supply standardised answer, to the extent that all respondents are posted with exactly the same questions. The data collected are very unlikely to be contaminated with the researcher through variations in the wording of the questions or the manner in which the questions is asked. There is little scope for the data to be affected by interpersonal factors. The questionnaires encourage pre-coded answers. This is not an essential facet of questionnaires, because unstructured answers can be sought. The Character of Uncle Ben in Death of a Salesman The character of Ben in Arthur Miller's Death of A Salesman serves a complex dramatic function.   He is Willy Loman's real brother, the idealized memory of that brother, and an aspect of Willy's own personality, and these distinct functions are sometimes simultaneous.   Through his aggressive actions and vibrant speech, the audience is given a strong contrast to Willy's self-doubt and self-contradiction.   In addition, the encounters between Ben and Willy serve as an extended examination of professional and familial morality.   Finally, Ben personifies the burden of Willy's expectations in regards to both material success and the proper role of a father. The most fundamental of Ben's characteristics evident in his language is his haste.   Appearing in the middle of Willy and Charley's card game, Ben's first words are, "I only have a few minutes"   (45).   He makes his departure shortly after announcing, "I'll be late for my train"   (52).   During his second appearance, he declares, "I haven't much time" and "I've got to go"   (85-6).   These lines are emblematic.   In the two scenes with his brother that are based on Willy's memories, Ben comes and goes when he chooses, despite sometimes desperate pleas that he stay.   This is in direct contrast to Willy, whose life has been structured around appointments and whose livelihood depends on the forbearance of near strangers. A Guide to Caring for Bess Beetles Bess beetles  are among the easiest arthropods to keep in captivity, and make excellent pets for young insect enthusiasts. As with any pet, its good to learn as much as you can about their habits and needs before you commit to keeping them. This guide to caring for bess beetles (also known as bessbugs)  should tell you everything you need to know about keeping them as pets. In North America, whether you purchase bess beetles from a supplier or collect your own, you will almost certainly be dealing with the species Odontotaenius disjunctis. The information provided here may not apply to other species, particularly tropical bess beetles. Things You Should Know Before Keeping Bess Beetles as Pets Although they are quite large and have powerful mandibles, bess beetles (family Passalidae) dont usually bite unless theyre being mishandled. They have thick, protective exoskeletons, and dont tend to cling to your fingers with their feet (like many scarab beetles do), so even small children can handle them with supervision. Bess beetles are easygoing, although they do squeak in protest when disturbed. Thats what makes them so much fun to keep as pets – they talk! Bess beetles often burrow and hide during the day. Flip on the light switch at night, however, and youll probably find your bess beetles perched on top of their log or exploring their terrarium. If youre looking for classroom pets that will be active during school hours, bess beetles might not be the best choice. They do, however, cooperate if you wake them from their naps for a science activity. If youre looking for low maintenance insects, you cant do better than bess beetles. They eat their own poop as part of their diet, so you dont have to clean out their habitat. The only thing they need from you is a piece of rotting wood and a regular misting of water. No need to chop vegetables or keep crickets to feed them. Bess beetles rarely reproduce in captivity, so you dont have to worry about a population explosion in your terrarium. The unlikeliness of breeding also means they arent a good choice for classroom life cycle studies. Housing Your Bess Beetles To keep 6-12 adult bess beetles, youll need a terrarium or aquarium that holds at least 2 gallons. An old 10-gallon aquarium works well, fitted with a mesh screen cover. Bess beetles wont scale the sides of the container like roaches or stick insects do, but you should still keep their habitat covered securely. Put 2-3 inches of organic soil or peat moss in the bottom of the habitat to give the bess beetles a place to burrow. Sphagnum moss will hold moisture and help keep the habitat at a comfortable humidity level for your bess beetles, but its not necessary as long as you mist them regularly.    Place the habitat in an area out of direct sunlight and dont put it too close to a heat source. Bess beetles do well at room temperature, and dont need special heaters or lights. In fact, they prefer a dark environment, so you can tuck them away in a corner of the room where there isnt much light. Caring for Your Bess Beetles Food: Bess beetles are decomposers of fallen trees, and feed on rotting wood. The North American species Odontotaenius disjunctis prefers oak, maple, and hickory wood, but will also feed on most other hardwoods. Find a fallen log that is already decomposed enough to break with your hands. Healthy bess beetles will break a log down in short order, so youll need a regular supply of rotting wood to feed them. You can also purchase rotting wood from most science supply companies that sell bess beetles, but whats better than taking a walk in the woods? If youre keeping bess beetles in the classroom, ask your students to collect wood and bring it to school to replenish the habitat. Water: Mist the habitat once per day, or as needed, to keep the substrate and wood moist (but not soaking wet). If youre using chlorinated tap water, youll need to dechlorinate it before misting the beetles. Just let the water sit for 48 hours to allow the chlorine to dissipate before using it. Theres no need to purchase a dechlorinating agent. Maintenance: Bess beetles recycle their own waste (in other words, eat their own feces) to replenish the population of microorganisms in their digestive tracts regularly.
